Chief Executive Officer

Carroll Parks is the Chief Executive Officer of Hillcrest Children & Family Center. He has been with the organization since 2015, previously serving as Chief Operating Officer, where he oversaw 12 community-based programs and a workforce of over 100 employees.

With over 30 years of experience in behavioral healthcare, Mr. Parks has played a key role in shapingsubstance abuse and chemical dependency policies in Ohio. He has served as President of the Ohio Credential Board and was a member of the Governor’s Council for the Ohio Department of Alcohol and Drug Services.

Mr. Parks holds a Master of Science in Public Administration from Toledo State University and aBachelor of Science in Social Work from Bowling Green University in Ohio.

Stacey Bernardeau

Stacey Bernadeau is the Chief Operating Officer of Hillcrest Children & Family Center. She has been with Hillcrest since 2012, previously serving as Director of Quality and Practice Improvement, where she led key initiatives to enhance clinical and operational processes.

Stacey Bernadeau has been a dedicated leader at Hillcrest Children & Family Center for over a decade. Since joining the organization in 2012 as a Therapist in the Community-Based Intervention department, she has demonstrated an unwavering commitment to quality care and continuous improvement. Her expertise in clinical operations and quality enhancement propelled her into the role of Quality Improvement (QI) Manager, and in 2019, she was appointed Director of Quality and Practice Improvement

Under her leadership, Hillcrest achieved Joint Commission and CARF accreditations, demonstrating a commitment to high-quality care. Stacey holds a Master of Social Work from Howard Universityand a Bachelor of Science in Sociology from the University of Massachusetts Amherst.

Matthew Clark

Clinical Director

Matthew Clark has been a committed leader at Hillcrest Children & Family Center since 2020. He began his tenure as ACT Clinical Manager before advancing to Director of Adult Services & Special Programs, where he played a pivotal role in overseeing Assertive Community Treatment (ACT), Adult Community Support, Supported Employment, and Rapid Rehousing programs. His leadership and clinical expertise have been instrumental in the implementation of major initiatives, including Hillcrest’s Certified Community Behavioral Health Clinic (CCBHC) designation and the launch of the Assisted Outpatient Treatment (AOT) program.

Matthew is a Licensed Professional Counselor in both Washington, DC, and Pennsylvania. He is a National Certified Counselor (NCC) and holds certification in Dialectical Behavior Therapy (DBT). He earned a Bachelor’s degree in Psychology from Penn State University and a Master’s degree in Clinical Mental Health Counseling with a specialization in Forensic Counseling from Walden University. He is currently pursuing a Doctor of Psychology (PsyD) in Behavioral Health Leadership, also at Walden.

Matthew is passionate about working with diverse populations and advancing integrated healthcare models. He is committed to delivering high-quality, person-centered services that meet the evolving needs of the community.

Dr. Kris Inman

Board President

Dr. Kris Inman is a political psychologist and research methodologist with over 15 years of experience working in national security, international development, and peacebuilding, primarily on the African continent. Dr. Inman is a Senior Program Officer at the US Institute of Peace, teaches part time at Georgetown University, and is a passionate advocate for community wellness, mental health, and peace in Washington DC. She joined Hillcrest's board in 2015 as part of the United Way's nonprofit board leadership training program and became an elected Hillcrest board member in 2016. She has served the board as Vice President from 2017-2019 and 2021-present. In addition to serving on Hillcrest\'s governing board, she is a certified Equine Specialist with the Equine Assisted Growth and Learning Association and currently supports clients on their mental health and wellness journeys through Equine Assisted Psychotherapy at the Maryland Therapeutic Riding center. She lives in Ward 7 with her significant other and their four-legged pack.

Patricia Donkor, Esq.

Board Vice President

Patricia Donkor is an experienced attorney that has worked in multiple jurisdictions, across different industries, and in both the public and private sectors. Her unique skill set comes from a broad range of work experiences including litigating employment, civil rights, and constitutional matters, providing advice and counsel on regulatory compliance, labor and employment law, ethics, privacy, internal investigations, governance, risk considerations, responding to subpoenas, and drafting and overhauling various agreements, policies, and forms. Since June 2022, Patricia has served as Senior Corporate Counsel at Steampunk, Inc., a change agent in the federal contracting technology space, based in Tysons Corner, Virginia. Prior to joining Steampunk, Patricia worked as a litigation associate at Littler Mendelson’s Washington, DC office, oversaw the legal department at the District of Columbia’s Department of Consumer and Regulatory Affairs as Deputy General Counsel, and prior to that spent several years litigating complex civil lawsuits as Assistant Attorney General in the Civil Litigation Division of the DC Office of the Attorney General.  She also served as a judicial law clerk for the Honorable Thomas J. Motley of the Superior Court for the District of Columbia. Patricia has served as a leader on a myriad of executive boards, including the Federal City Alumnae Chapter’s International Awareness and Involvement Committee, the Greater Washington Area Chapter of the Women’s Lawyers Division, National Bar Association, and the Northern Virginia Black Attorneys Association. Patricia earned her law degree at George Mason University School of Law and her Bachelor of Science degree in Psychology and Marketing from Virginia Tech.  Patricia is a proud member of Delta Sigma Theta Sorority, Inc.

Cody Barnett

Board Secretary

Cody Barnett, MPH serves as the Senior Director of Communications at the Melanoma Research Alliance (MRA), the largest non-profit funder of melanoma research worldwide. At MRA, he leads the development and implementation of strategies, messages, and stories that advance the organization\'s mission and vision. He also leads efforts to engage, learn from, and partner with patients and families who have been impacted by melanoma. He brings over ten years of experience in the non-profit sector, with a focus on public health, health policy, development, and advocacy. Before joining the Melanoma Research Alliance in 2017, Cody served as Director of Communications at AIDS United, where he directed all internal, public, member, and online communications for the national HIV-focused organization. Previous to this, he managed digital communications for the Robert Wood Johnson Foundation’s signature initiative, Aligning Forces for Quality (AF4Q). Cody is passionate about using data-driven storytelling and patient-centered thinking to communicate complex research findings and make them accessible and actionable for patients, caregivers, and other stakeholders. Cody holds a Masters in Public Health (MPH) degree from George Washington University and a BA in Political Science from York College of Pennsylvania.

Jason Lewis

Board Member

Jason Lewis joined the Board of Hillcrest Children & Family Center in 2017. In 2021, Mr. Lewis was elected President and has been responsible for ensuring the organization’s activities are compliant and aligned with the mission of Hillcrest, in addition to partnering with the CEO to guarantee the Board’s directives, policies, and resolutions are instituted. Mr. Lewis is a Ph.D. candidate at Morgan State University School of Community Health & Policy. Mr. Lewis holds a Master of Healthcare Administration, a Master of Business Administration, and a Master of Science degree in Human Relations and Organizational Development from Champlain College. In addition to a Master of Public Administration and a Bachelor of Science degree in Political Science with a minor in Human Resource Management, both from Bowie State University.

Larry McClain-El

Board Treasurer

Larry McClain joined the Board of Hillcrest Children & Family Center in 2017. During his 40 years of professional budgeting and accounting experience, Mr. McClain has assisted developing countries around the world in enacting greater fiscal discipline through a collaborative partnership with the United States Department of Agriculture. His years of leadership eventually awarded him the Secretary of Agriculture's Annual Honor Award for his outstanding performance of financial duties at the agency. In his role as Treasurer, Mr. McClain has been responsible for monitoring and assessing the sound and compliant financial management practices of Hillcrest.

Rahsheim Wright

Board Member

Rahsheim Wright joined the Board of Hillcrest Children & Family Center in 2019. As a public relations consultant with over 20 years of experience coordinating local and national political campaigns, Mr. Wright has worked on the campaign of former President of the United States Barack Obama and former Congresswoman Donna Edwards, who represented the State of Maryland in Congress from 2008 to 2017. As a board member, Mr. Wright serves as an ambassador of the organization and advocates its mission to internal and external stakeholders. Mr. Wright is a graduate of Savannah State University, where he earned a Bachelor of Arts degree in Mass Communications, with a concentration in Public Relations and Advertising Campaigns.
