WASHINGTON, DC – Effective March 1, 2025, Hillcrest Children and Family Center welcomed its new Chief Executive Officer, Mr. Carroll D. Parks.
With over 35 years of experience in the field and a steadfast commitment to rehabilitation and recovery services, Parks has been an instrumental leader at Hillcrest. His extensive expertise in program development, service delivery, and policy advocacy—gained through advisory roles for local and state government —will be invaluable as Hillcrest continues its mission to promote wellness and holistic development for our community.
Carroll D. Parks: A Life Committed to Service and Advocacy
Born in Woodruff, South Carolina, Carroll D. Parks faced early challenges due to limited opportunities and resources. At eleven, his family relocated to Ohio in search of a better life. Overcoming adversity, Parks earned a bachelor’s degree in social work from Bowling Green State University and later a master’s degree in public administration from the University of Toledo.
Career and Contributions
Parks began his career as a substance abuse counselor, obtaining licensure as a social worker (LSW) and certification as a chemical dependency counselor III (CCDC III). His dedication to underserved populations, particularly those dealing with substance abuse, mental health issues, and criminal justice involvement, led him to establish one of Ohio’s pioneering juvenile substance abuse residential programs.
Advocacy and Public Policy
Transitioning into advocacy, Parks held advisory roles for both the mayor and governor of Ohio, influencing policies and services addressing substance use disorders. As President of the Ohio Credentialing Board, he was instrumental in shaping state policies and practices around substance abuse and chemical dependency. He also served on the Governor’s Council for the Ohio Department of Alcohol and Drug Services.

With over 35 years in the field, Parks’ guiding philosophy is: “Rehabilitation is a pathway to reclaiming lives.” He has consistently worked to create opportunities for individuals to enact positive change. His leadership roles, including serving as CEO of two companies and a consulting firm, reflect his commitment to organizational excellence. In 2015, Parks was hired as the Chief Operating Officer at Hillcrest Children & Family Center, where he oversaw the planning, management, and evaluation of twelve community-based programs and a workforce of over one hundred employees.
