Juanita Price

Chief Executive Officer

Juanita Price has been the Chief Executive Officer of Hillcrest Children and Family Center since 2009. As CEO, Mrs. Price is responsible for promoting recovery-oriented and culturally responsive services that foster dignity and respect for marginalized populations. Through her 30-year career in the behavioral health field, Mrs. Price has become a nationally recognized leader who has served as CEO of the following entities: the District of Columbia Department of Mental Health, Community Services Agency; Connecting Point (a child adolescent and family service agency in Toledo, Ohio); and the Toledo Mental Health Center (a capacious psychiatric hospital servicing Northwest Ohio).

Juanita Price’s public advocacy towards building resilient communities includes being a member of the National Advisory Council of the Center for Substance Abuse and Mental Health Services Administration and the National Leadership Council on African American Behavioral Health. In further serving and expanding the mission of Hillcrest, during her tenure with the organization, Mrs. Price has been responsible for opening a multimillion-dollar clinical facility and short-term family housing center in the Ward 8 section of Washington, DC.

Mrs. Price holds a master’s degree in Administration and Supervision from the University of Toledo and a bachelor’s degree in Secondary Education and Black Studies from the University of Pittsburgh.

Carroll Parks

Chief Operating Officer

Carroll Parks has been the Chief Operating Officer of Hillcrest Children & Family Services since 2015. As COO, Mr. Parks is responsible for the planning, management, and evaluation of 12 community-based programs and a workforce of over 100 employees. With over 30 years of experience in behavioral healthcare, Mr. Parks was instrumental in shaping the State of Ohio policies and practices around substance abuse and chemical dependency as President of the Ohio Credential Board. Mr. Parks also served on the Governor’s Council for the Ohio Department of Alcohol and Drug Services.

Mr. Parks holds a Master of Science in Public Administration from Toledo State University and a Bachelor of Science in Social Work from Bowling Green University in Ohio.

Roy Cogliandolo, CPA

Chief Financial Officer

Roy is Dynamic and results-driven Chief Financial Officer with over 26 years of experience, to include working in the medical field at Metropolitan Health.  He has experience dealing with Medicaid and the federal government.

Bachelor of Science Degree in Accounting and a Certified Public accountant.

Roy has developed and oversaw the company’s financial planning processes, including budgeting, forecasting, and financial analysis to support strategic decision-making as well as prepared and presented accurate and timely financial reports to senior management and stakeholders, highlighting key performance indicators and financial metrics.

Prepared and reviewed corporate, partnership and individual federal and state income tax for various clients of the firm.

Ensured compliance with financial regulations and standards, coordinate external audits, and maintain accurate financial records and documentation also developed and executed strategic financial plans to drive revenue growth and improve operational efficiency.
